In 1997, the Colorado Legislature passed Senate Bill 218, which requires counties to establish a Citizen Review Panel and process by January 1, 1998. The panel is to be appointed by the Board of County Commissioners without influence from the County Department. The panel is intended to review grievances brought by the subject (including, but not limited to parents, guardians and legal custodians) of an investigation of abuse/neglect regarding worker conduct and make recommendations to the County Director on cases he/she has referred to them for review. The process includes formal internal investigations of worker conduct and progresses to the County Director, the Review Panel, and finally to the Board of County Commissioners in meeting the requirement of resolution to the satisfaction of the complainant.
